Urban Collage performed program and project management for the construction of a new Atlanta Public Schools headquarters, the Center for Leadership and Learning (CLL). The eight-story facility encompasses 232,000 square feet (including 3,000 square feet of ground-floor retail space), includes a 475 space parking deck, and accommodates more than 650 staffers from 12 different departments. Designed with an open floor plate around a central service core, the building provides maximum flexibility for a system that has widely-varied spacial requirements among its disparate departments.

The facility cost just under $33 million to build, which also occurred on schedule and under budget. Urban Collage coordinated efforts between several different departments within APS and with the developer, Carter and Associates, and the contractor, Russell/Hardin, j.v.

Since 1997, Urban Collage has worked in an ongoing role as facilities planning/programming consultant for all Atlanta Public Schools facilities. More recently, the firm was responsible for the management of a comprehensive system-wide Facility Master Plan (known as “The Build Smart Project”). The Facilities Master Plan is a five-year implementation program intended to comprehensively catalog and assess the current and future facility needs of all of the Pre K-12 instructional programs. The current APS system, two years into Build Smart implementation, consists of 95 school facilities with an enrollment of approximately 58,000 students.  The firm has also overseen the Feasibility Study and design of the new Central Office Building and the development of a comprehensive Athletics Plan and Property Management Plan for all discontinued school sites.

In addition, Urban Collage currently oversees implementation of the Build Smart Facilities Plan serving as design project manager for the creation of all design narratives for new and renovated facilities.

Palmetto LCI Study

Located about 30 miles southwest of Atlanta, Palmetto is a charming small town with lush vegetation, a wide array of historic homes and a small Main Street with significant potential.

Working with the Atlanta Regional Commission, The City of Palmetto and the citizens of Palmetto, Urban Collage completed an LCI study for the City’s Downtown area in December 2008. The plan outlines strategies for adding new historically-compatible mixed-use alongside the downtown’s old retail storefronts, includes market-based concepts for new housing within the downtown, identifies areas for new open space throughout the study area and provides a circulation framework of bike lanes, trails and pedestrian amenities connecting future development.
The study products also address connectivity issues, including street-specific recommendations for potential streetscape improvements, concepts for reconfiguring existing streets, the addition of new streets, and strategies for improving connections between either side of the city’s historic railroad corridor.

As the city begins to enact policies to implement the LCI plan, Palmetto is now poised to set a precedent for smart-growth policies and historic preservation initiatives in the face of growth pressures common to much of Metro Atlanta.

Campbell Terrace and Delona Gardens Hope VI Master Plans

Urban Collage contracted by TCG International, LLC, to work along side the Fayetteville Metropolitan Housing Authority, developed a 2006 HOPE VI plan for the communities of Campbell Terrace and Delona Gardens in Fayetteville, North Carolina. The project included a variety of development considerations including adaptive re-use, community gardens and orchards, senior housing, townhomes, single family homes, existing institution / educational structures and several additional areas under city ownership in the Old Wilmington Road neighborhood.

US-1 Corridor Plan

In 2005, the Capital Area Metropolitan Planning Organization (CAMPO) initiated a study to evaluate transit and roadway alternatives for the US-1 Corridor in northeast Raleigh, NC. This comprehensive land use and transportation study covered fourteen miles of the US-1 corridor and the adjacent CSX railroad line, encompassing five local jurisdictions.

Urban Collage was selected as a part of the consultant team to analyze existing conditions, review regional market trends and assess potential for future land use and development. In addition to creating future land use scenarios, Urban Collage illustrated potential development for three strategic activity centers. The preferred alternative for future land use is supported by design guidelines and conceptual zoning recommendations.

Peachtree Corridor Vision Plan

As one of Mayor Shirley Franklin’s key economic development initiatives, the Peachtree Corridor Vision Plan tapped the diverse talents of over 50 Atlanta business, institutional and cultural leaders to create a design concept and financial strategy that would transform the 14.5-mile corridor into one of the world’s “premier boulevards”. Released in March 2007, the final report contains recommendations for $1.1 billion in public and private investment – including a streetcar system – to secure the estimated $33 billion in potential investment value.

Urban Collage principal Stan Harvey co-chaired the Planning & Design Technical Subcommittee of the Task Force, charged with creating an overall set of architectural and aesthetic standards to support and celebrate the diverse neighborhoods and urban areas along the corridor. Urban Collage also assumed the role of planning staff to the Subcommittee – performing such varied tasks as inventorying the corridor, supporting public outreach, offering design expertise, and producing extensive maps and narratives that were integral to the final report.
